You're forgetting MSQ is not just a team of people writing a nice story together. There's game desing involved too. The story is supposed to take up about x amount of time so it doesn't feel like you rush through it all, you need to get x amount of xp through them that makes it neither overpowered compared to leveling second classes without, nor leaves you having to do seperate leveling for 3/4 of every level. It would also take time to implement mayor MSQ changes as it would directly change the content you do in the game, and even things as assigning new quest targets probably takes a lot of work and time if you do it for ~50-100 quests. That's dev time that could be spent on actually developing new conent instead, making new parts of the MSQ, that would have to be reworled again anyway if your solution to having too much MSQ keeping new players from engame is shortening that and not jump potions... Not to mention that there's people actually enjoying the story.
