The server is already heavily populated. It there aren't any new people available now to join your FC, Then its most likely the case they everyone on your server already has a FC. You might be better off growing a FC on a different server. Less competition.
I would go a step further and say lock every single server that is already consistently locked to new character creation. And keep them completely locked indefinitely.
Your FC has over 500 members. You're not exactly hurting for members. My FC, on the same server as you, has 23, and we're not hurting for members, either. Greg and Balmung have plenty of players to 'poach' (Note: I see FCless players all the time, go stand in Quarrymill), we don't really need new players. If you want to help new players, go into xPF and offer to take players through content. It's an overall good thing for the health of the game to let mid/low populated worlds get and potentially keep new players.

What everyone obsession with having one mega server? These posts are like going to a concert and all the tickets are sold but still demanding they let you in.
No, we just don't have the time or patience to kick everyone when they go inactive. We wait til we hit cap, then clear out the most inactive to make room for new invites. Lots of those inactive players just come back for story at new patches.
I'm not obsessed with a mega server. I'm obsessed with being able to invite new players into my FC, which has been establish on the server since day 1 of 2.0
I kind of want the opposite. I would transfer to a lower pop if the Gil restriction was ever removed.
From you other posts sounds like you just obsessed with having a high number of players in your FC regardless if they active or not.
