People just got used to playing with near perfect ping for x number of years and the sudden increase is very palpable. I went down to 190~ from 260~ and it's already messing a little bit with my CD timings.
100 ping unplayable? I don't think I have every had under 180 ping since I first started playing.
I would also say that claiming the whole thing was pointless is a bit baseless considering that the move wasn't for improving ping. It was for providing a facility that would allow SE to add and upgrade its server infrastructure which was literally impossible in the old location due to limitations of the site and the utilities available.

I was raiding from West coast to our previous server location (so Montreal) with 120 ms ping...
I was playing at 90~ ping regularly and I double weaved just fine with some small exceptions (like some pvp rotations)
I'm not gonna say you cant play at 100ms or higher but people who have been playing at 100ms+ have a harder time seeing the difference of going from 20-40ms to 100-120ms. Just like everyone who was at 100ms+ now getting the 20-40 range are going to notice the difference so are the people going from 20-40 range to 100+. The best outcome that could have came from these servers moving was if they went with a central location that way the people getting over 100ms+ will see a drop most likely to the 60-80 range while the people with 20-40 range will also mostly be in the 60-80 range one side will have slight better ping while the other side will have slightly worse ping but in the end it balances out the issue more so then moving the Data center from the East coast to the West coast. This was their chance to fix the whole west coasters complaining about lag without just turning the tables.
100? I'd kill to have that low.
I think it's the PotD speed runners fault and the inventory bloat that is slowing down both, the server as well as her/his connection. We need to accept that 100ms will be unplayable.
You're being very unreasonable here and making assumptions and generalizations. I for one will not be taking advantage of any free transfer. If the game is unplayable on my current server it will be goodbye for me.
I played with ~90 the entirety of the time I played Heavensward, and ~175 the entirety of the time I played Realm Reborn. The latter, higher ping made certain content difficult, specifically Titan Extreme plumes and Twintania dive bombs which were the end game content at the time I took a break, but everything else was doable including the rest of coil and EX primals. Also, weaving more than one ogcd between abilities was impossible without clipping into the next one with that high ping. In fact, this inability to be able to consistently dodge plumes and dive bombs was the reason I took a break until I could get a better ISP.
The ping of 90 was noticeably better and suddenly dive bombs and Titan EX plumes were easy to dodge. With 90 ping I also had no issues completing any of the new to me content that I attempted in terms of latency, dodging and ogcd ability weaving.
Now I get ~45 ping due to the closer proximity of the data centre, and I do notice a difference. Abilities feel more responsive than at 90 ping (e.g. I can much more easily squeeze in 2 ogcd abilities after an instant gcd than before although it was still doable at 90 ping), and dodging feels even easier in the couple of content I have run so far. It's definitely noticeable, but not to the point where I feel like I was operating under a handicap at 90 ping. 45 ping is more responsive, yes, but not essentially so. I do feel like I was operating under a handicap with the 175 ping, though.

This seems to be pretty great for Australians though.
I also do agree it should have been central though seeing people complain about 90 to 100 ping when west coast had that same issue before is a little funny.
Not saying just swapping it fixed anything but ultimately they didn't do this for ping but to prep for SB and it's features which hopefully it will fix (though I still don't get why they couldn't find a central location that had those same features, I can't imagine having a headquarters near their server makes that big a difference).
