Unfortunately that person doesn't quite know what they're talking about. It's possible that NTT could improve their internal routing in the future, but the location of the datacenters is set in stone now. The Colorado address you're seeing is a business address that NTT America's IP's are registered to, but is not where they're being used. This is abundantly clear if you simply look at their website:

They are not running a Colorado datacenter. They have facilities in California, Virginia, and Texas. No matter what conspiracies you want to entertain, even if you want to ignore the fact that the route terminates right after a clearly-labeled "sacramento, ca" hop, the fact is that the low pings northwest players are getting now would not even be possible if it were in Virginia or Texas no matter how good the routing was. You're being asked to believe the Earth might be flat.
These are all normal game play for me ^^;;; Oh dear /OceaniaHaving dots appear like they should. Once I cast bio, then use bane, bane should transfer the bio, no reason for dots appear so slow.

On the previous data center I had very high latency, probably at least 300ms. So it was very difficult and frustrating when I'm trying to farm Golden Saucer Dollars on the Crystal Tower Machine as the menus take at least 45 seconds to load, sometimes even longer!!
But on the new servers, the loading of the menus is so fast and smooth. I went from getting 243 Golden Saucer Dollars per minute to a whopping 452 Golden Saucer Dollars per minute on the Crystal Tower Machine!
I just want to use this post to show my appreciation to Square Enix for really listening to the players of Final Fantasy XIV Online A Realm Reborn Heavensward.
And last of all I want to thank Yoshi-P for his hard work and dedication towards the game. Although he may not be my favorite yoshi (he is my fourth favorite after Green Yoshi, Yarn Yoshi and Baby Yoshi) I still love him dearly for creating this amazing game.

Miami, FL -> Sacramento Datacenter: 94ms
Cogent:
Miami -> Montreal: 40ms
Miami -> Sacramento: 90ms
Hurricane Electric:
Miami -> Montreal: 47ms
Miami -> Sacramento: 100ms
Montreal is MUCH closer to Florida than Sacramento is in a straight line as well, ~1400 miles vs ~2500 miles.
Boise -> Sacramento 45ms 720 miles
The route your connection uses has more effect on latency then distance between you and the server. My connection makes more hops reaching the new data center then it did reaching the old data center.

EU player from Eastern Europe reporting, perfectly playable with 220pingI did Zurvan Ex as test (DPS) and everything was dodged as per normal. Healed through Dun Scaith, felt no difference. I could feel very small delay with spamming skills, I imagine DPS feels it most. I agree it is likely extremely frustrating for hard core raiders or those aiming for world's first where everything is optimized as best as possible. The rest however, I see no reason to panic and distress. If your friends matter more, stay on the NA center. If the mild delay in responses bothers you move if you have the option to.
