I did a little research yesterday, as someone playing from Germany.

German Network until NTT, I simmer at a Ping up to 48 ms.
NTT Frankfurt, the first node in the chain, until NTT Ashburn/Virginia (VA2), I get the usual 'to be expected' 100 ms bump, still playable, even if it makes Dual oGCD or Stance Dance tricky. Sitting at 135-140 ms.
From there, it goes to CA4 (not designated yet, but the hints point to San Jose, or, what NTT calls it on their website, Santa Clara), with another bump of 60 ms. And from there, it goes to CA2/Sacramento, staying in the 200-230 ms range.

It does make some classes questionable to play, at least with the mindset of 'clip GCD or aren't greedy as hell on some 3rd party tool's logfiles, better be slain with a spade iRL' that the NA community has.
