You can do it through cmd if I recall. Or just wait a few more hours. Reddit will inevitably have the exact location posted with minutes of the servers going live.

If you're in Windows 10, in the Cortana box, type CMD. You'll see the option to bring up the command box.

When it comes up, type ping neolobby02.ffxiv.com

Your average MS is your ping.

On windows: in Command Prompt aka cmd aka cmd.exe (enter any of those into the start menu search thing), type e.g. "ping neolobby02.ffxiv.com" (without quotes)
