I could be wrong on this but it would still give a decent idea of what your ping would be like to run a Tracert and see what the average ms / amount of hops to get to the destination is right? Like I can still get to Sacramento with a tracert which I would assume is maybe a hop or two short of the SE servers.

Pretty much. Speedtest.net can give you a 'general' idea of you're ping too.

I'm not a network expert, but last I checked, Cali was fairly well decked out in terms of tech infrastructure, and was one of the major hubs for internet backbones. Interchanges add latency and all that, but I would think the 'fat pipe' would make up for it a little bit, and along with fewer hops off the mainline, that would ensure more people got more consistent performance overall. Would moving it 1500 miles east make that big of a difference?

The whole problem of the discussion is, that people are debating about the location more than the IP. And many are using web services such as Whois to locate the new data center and get different results. In the end the best way to find the new data center is tracerouting neolobby02.ffxiv.com yourself which reveals two things: xe-0-1-0-1-1.r00.scrmca02.us.ce.gin.ntt.net and a IP (204.2.229.234) before the command will die. scrmca stands for Sacramento, California and that means the servers are somewhere in that area.
