From the layman:
Ping is the speed at which an information travels back and forth - the higher it is, the longer it takes for the information to reach the servers and get back at you. So things like AoE dodging becomes harder.
Packet loss is when information is lost on the way. For example, you press a button, but nothing happens, because the information that you pressed the button got lost on the way to the server and thus didn't register.
Apologies thought you were being sarcastic. Ping is the time it takes for you to send and receive a small packet of data to the server/host, packet loss is how much of that data never actually makes it. So the system has to resend it again.
Higher ping does hurt but with an increase of 50 ms, its splittin hairs over having to resend 30%+ of what your trying to send in the first place.

Thanks all for the responses. I probably wouldnt play this game anymore if the dodging got harder.. lol I had a lot of issues in the past with things like titan before i had a decent isp, im not doing that again..xD
Ive personally never seen any actions fail though. not even cleric stance.. I just have occasional trouble dodging some of the faster aoes. I hope this fixes that..

You wont see actions fail. Your system will resend over and over until it completes. This creates a sort of artifical lag that makes people seem like they are moving but then snap somewhere else. It can also result in what appears like rapid fire when data is resent over and over causing a sort of backlog of events till the system finally completes the send/receive.No worries.

High ping means more delay (lag) -- your view on reality (the server = reality) is further behind everyone else's; ever been hit by AE you were SURELY outside? Your client knew, but the server didn't and so you got hit.
Packet loss is FAR worse. It's the same as having your connection cut. That's when your entire raid freezes while you get to run about, but all the server saw was you standing there stupidly doing nothing while the AE blasted you over and over.
It's simple to design around poor ping. It's more difficult to deal with packet loss, especially with player/player interaction (eg. any pvp or pve healing). Most games assume losses will mostly be tiny and non-critical -- movement data, for instance, will be quickly corrected because the next packet will have another new position. FFXIV seems to be no exception; even moderate PL makes it unplayable.
