I don't understand why this request is much different from the /visor feature we got. It's not like you'd have to go back and ADD pauldrons to pieces that don't have them.
Probably a lot of armor skins have nothing underneath the pauldrons, as in, taking them off would just leave a either a gaping whole where you could see through your character's digital skeleton or some weird flat color chopped off at an odd angle. It's highly unlikely that when armor is designed in the first place they bother to texture the shoulder areas that will eventually be covered over with the pauldrons.
Best you could hope for is for them to include that as an option when designing new pieces of gear. Makes more sense that way. It would be much easier for them to do and a more practical use of devs' time to include it from the start than go back and do a ton of editing on all the old armors. Especially since getting SE to make any sort of change/upgrade to any cosmetic aspect of the game is always like pulling teeth.
