There are a ton of MMOs on datacenters in Texas already (Aion, LOTRO, TERA, BnS, etc.). I doubt there's 'insufficient network connectivity' there, but there might not have been anywhere with enough available and up-to-date hardware for the changes SE wants to make with the game going forward.

Maybe 'server time' isn't actually based on the geographical location of the servers? I never really paid attention to it before.
