I think you severely underestimate that there is no such thing as 'just' making another roleplay server.This really needs to happen. If the community as a whole would make an effort to give birth to a new unofficial RP or even "Raiding" server, then there would be more options for future players.
Balmung ended up this way because this never happened. I mean its gonna have to happen now with it being closed off finally, but I'm sure people will just complain instead.
This shouldn't have been allowed to happen in the first place. There was talk of an official RP sever at the start of 2.0, but it was never implemented as it was felt to be unnecessary. RPers are known to the community and team, and should be seen as an important part of the US player base, at least as much as any other group. Designating an RP server or two, would have deterred non-roleplayers and encouraged a concentration of them, but likely not to the point where the server would need to be closed.
SE has put this off and ignored it, and it is time to address it in some way. Anyone suggesting otherwise, either doesn't understand the situation, or is just making off-hand comments to be contrary.
Long overdue they stopped transfers and character creation on overpopulated servers. I give them credit for finally doing it.
There are multiple RP populations on multiple servers. Balmung is not the promised land. It's high population, and that's not always a good thing.
You must be new here (looks at post count, yup) this has not come out of no where. It been know for quite some time that character creation on Balmung was locked like 90% of the time beforehand anyways. All they did is harden the lock to 100% of the time and no transfers in. Balmung is already overpopulated as it is, so no growth really needed.

This player isn't by any means "new here", they have been around for a long time, and understands that this sort of restriction was there beforehand, but this level is a point which should never have been reached. They should have done something to lessen this long before now, and the fact that you acknowledged the length of time only proves that point. Just because someone doesn't post on the OF, doesn't mean they are new, some of us just prefer to look rather than post, especially with highly contrary folk around to add little to nothing to a discussion other than "obviously!".
In fairness - if they are consequent about evening out the population, it will take years to get Balmung in line. It's more than twice as big as even the supposedly "congested" EU servers. The only way it's gonna open again in this decade is if the restriction is only meant as temporary measure for the start of Stormblood.
Gilgamesh started that way in 2.0 and has since pretty much fallen off to near nothing now. That was a LOT of people back then making it work but it is barely hanging on as today. Now there is no new rpers even there.
