If you want housing space, then I'd definitely suggest you consider my server, the housing ward my FC house is in only has 8 houses built, 22 vacant plots (granted it's in the Goblet, a subdivision, and in one of the most recent wards, but still...)

Most wards have a least a couple of empty plots, mostly for small and medium houses.

Wow! Really? Coeurl's Mist and Lavender Bed plots are more or less all taken.
