There is a possibility he's just a bait-and-switch. Dragonsong didn't hint at Thordan and the Knights of the Round being the final boss, but they popped in at the end. There's good odds that Zenos isn't going to be the final boss of 4.0, but we will probably fight him eventually (especially since it is noted he loves fighting on the field.)

Zenos is still a vague character, the brief preview of him we have is him just sitting there and we don't know what the centurion interpreted Zenos' silence as. It is said his subjugation of Doma was brutal, but it could have been possible that the brutality was carried out by others, and all he cared about was jumping into the fight and beating up the rebels personally.
