I also get the impression that the main reason Othard even fell under imperial rule in the first place is that it was divided at the time of the invasion, unlike Eorzea which had established an alliance between the three Grand Companies by the time the Garleans arrived. Hien probably realized that after their failed uprising, which is why he's trying to gain the support of the Xaela tribes (And presumably others, considering that the Kolin are going be getting involved, as well).
I agree with you on this. I do think that us players, with the story, are going to do what we can to establish a rebellion force there in Ala Mhigo, but then switch gears to liberate Othard. If we can take out Yutsuyu and unify Doma, then they can help us reclaim Ala Mhigo from Garlemald. That way there will be an alliance between Othard and Ilsaberd against Garlemald. I think that 5.0 will have both Ala Mhigo and Doma unified so that they will join our Alliance so we can go against the Empire.
