In Eorzea your choices are Ishgard, which its overbearing class structure, crappy weather, occasional rampaging dragon or monster and serious OH&S issues, Gridania where the forest might get shitty and kill you cause it decides it doesn't like you, Limsa where a large part of the population are pirates just beneath the Vanier and Ul'dah, one of the most corrupt and dodgy places on the planet.

That's ignoring the Garleans, Civilisation ending calamities, Primals, monsters, voidsent and the occational lunatic messing with technology or magic they shouldn't.
