While it's true that Level 3 is 'everywhere', they serve some areas better than others and their network is more resilient in some areas than others, with alternate routing and alternate capacity. Moving from Canada to somewhere in the mid west may improve things, it might at least reduce the number of hops for the majority of NA customers.
