All I can say is that what I have experienced in terms of unplayable server problems is exclusive to FFXIV itself. There is no other online game where I need a VPN. Whenever SE has reported Level 3 or a ISP as being the reason for a extended primal outage for many users, I have switched over to World of Warcraft (Chicago server) and have had zero problems. So in my case it could very well have been my ISP or Level 3 routing but all I know is that with games that have servers in the US I have zero problems and have zero use for a vpn. The primal outages that went on at least once a month drove me away from the game to WoW. I happened to come back to FFXIV during an outage and just went back to WoW since I couldn't play FFXIV for 4 days. So I have hope that a server relocation into the US will help. The servers are being moved for a reason is how I feel.

This might be the most accurate representation of what was going on with American players

    http://www.vootwerk.com/images/maps/Level3map.jpg

See the issue wasn't so much Level 3 itself but rather where the data had to go. Since the Data was in Canada the American Players had a very limited entry way to send and recieve said data. and ya, with such an exploit, hackers and trolls who were aware of it could easily cut out 3-4 connections to reach said location and interrupt services or just DDOS it to overload the entry way making it impossible for any data to be sent. it would be a lot harder to cause that issue with the changes going on, using the above map let's just say they put it in Kansas City.

The data would be coming from multiple direction from people play in America, in all honesty, Canadian players may not suffer much latency issues, they may have to send data farther but because the spread of information can be more even out because of it's destination, it won't bog down the network as bad as the current setup. Since it was pretty much all of America attempting to enter through a few lines but it's sort of like a bunch of people trying to cram through a down overtime. Time will tell though, hopefully it helps those that needed it.

Perhaps if the playerbase stopped blaming Level 3 for issues that didn't even involve their network and the false reporting of many media sources that clearly have no knowledge of how the internet works.

Over the years, I have connected to several different datacenters in Canada and the Northern US and never had issues. The exception being the massive DNS server attack that happened last year, which Level 3 was falsely blamed for, even though they did not own or operate the DNS servers attacked. Which effected millions of ppl.

Also SE finally coming out and stating all the power issues and zero expansion to relieve stress on Aether/Primal to the point of relocation and new hardware brings to light much of the instability over the years the other datacenters experience on a much lesser rate.

But plz, by all means continue to blame PS3s and L3.

I would build a great data center, and nobody builds data centers better than me, believe me, and I'll build them very inexpensively, I will build a great, great data center on our southern border. And I will have The Garlean Empire pay for that data center.

To get a better idea of the network, page 2 of this really makes it clear: http://www.level3.com/~/media/files/...twork-map.ashx
While it's true that Level 3 is 'everywhere', they serve some areas better than others and their network is more resilient in some areas than others, with alternate routing and alternate capacity. Moving from Canada to somewhere in the mid west may improve things, it might at least reduce the number of hops for the majority of NA customers.

Is no where safe from accusations of false reporting, fake news and alternate facts?

I'm going to assume that people within the Chicago land area should benefit from this greatly given it looks like they have a major hub here. It's making me wonder exactly where the new center will be located, if it's in Chicago that'll be great, anytime the game goes down I can walk to where the servers might hypothetically be and just whine "fix ittttt" in the annoying voice I can muster.
