See the issue wasn't so much Level 3 itself but rather where the data had to go. Since the Data was in Canada the American Players had a very limited entry way to send and recieve said data. and ya, with such an exploit, hackers and trolls who were aware of it could easily cut out 3-4 connections to reach said location and interrupt services or just DDOS it to overload the entry way making it impossible for any data to be sent. it would be a lot harder to cause that issue with the changes going on, using the above map let's just say they put it in Kansas City.

The data would be coming from multiple direction from people play in America, in all honesty, Canadian players may not suffer much latency issues, they may have to send data farther but because the spread of information can be more even out because of it's destination, it won't bog down the network as bad as the current setup. Since it was pretty much all of America attempting to enter through a few lines but it's sort of like a bunch of people trying to cram through a down overtime. Time will tell though, hopefully it helps those that needed it.
