    Yep, exactly. To put it in layman's terms.... Level3 doesn't run the trucks on the roads, Level3 manages the roads themselves. Your ISPs are just sending traffic over those roads.... trucks don't do well on roads that are bad.

    While it's true that Level 3 is 'everywhere', they serve some areas better than others and their network is more resilient in some areas than others, with alternate routing and alternate capacity. Moving from Canada to somewhere in the mid west may improve things, it might at least reduce the number of hops for the majority of NA customers.
