why do i have to be on level 60 class to get level 60 currency rewards

this way i could be leveling my paladin while acquiring tomes for my main classes and still filling the role parties need. isn't it enough that I have a class at 60?

i could be doing my 50 and leveling roulette as Paladin and acquiring my tomes while leveling up but nah if i play PLD I lose the tomes and get an underwhelming xp boost that pales in comparison to tomes

Because rewards are different and are based on level of that particular class. Same reason you can't accept rewards for beast man quest as a different class, only the same class taken. Be pointless to receive lvl 60 rewards for roulette if your using a level 50.

You are dissatisfied by this, so am I, but I understand SE logic here. The desire is have people play as many roulettes/dungeons/trials/raids/etc... as possible. Thus, if you received both the Tomb and Levelling rewards, you need to run X less runs to get your stuff done for the week.
They have done a very decent job in maintaining relevancy for old content with the roulettes, quests turnin, Relic, etc.... The reward separation, just continues along those lines.

Which is exactly why you don't get tomes while on a non-60 job. In this case, the tomes act as a compensation reward, since you're not getting any experience from that run, as the job you're on would already be at 60.

The purpose of the roulette tomestone rewards is to get people who no longer benefit from particular content to continue to do the content anyway. People who still receive level-appropriate benefits from the content are already getting something out of it.

Well you will have to make a decision, do you want exp for your level 50 or do you want tomes for your level 60. Both doesn't work and I don't think it should be that way, it's just like regular life, you can't just have it all. However I think SE could implement a little box that asks you before you queue, do you want exp or tomes, after you made your decision you could be running it as your level 50 and get the tomes if you chose to do that, but can't get at the end the full or any exp. That would give us the option to run certain dungeons with different jobs, for example when working on a different relic and still getting the tomes without having to run these dungeons more than once.

They've already announced this being changed. According to them, all previous gear will be available with Poetics. And i think there's more change than just this but I can't find the source for it.

Here's Bayohne's translation of the PLL that mentions this.

Q13: For the new jobs, will there be new weapons added from existing content such as primal fights and Allagan tomestone equipment?

A13: Allagan tomestones of esoterics/lore/scripture gear will also include the new jobs’ gear. Furthermore, starting in 4.0, all previous tomestone exchangeable gear will be available via poetics.

The Ironworks gear obtained from poetics will be exchangeable, and equipment for the new jobs will be available in level 60+ content.

Primal fight rewards from Ifrit through Zurvan will all be available, including those with additional visual effects. As for raids, gear from Gordias/Midas/Alexander are all prepared. Coil and Anima weapons will not be added.

Not sure if by "all previous tomestone gear" they really mean "all" -- that's kind of a big list: darklight, AF1+1, the 100 gear that I'm not sure has a collective designation, ironworks, doman, AF2, eikon, shire.
