For SE they don't steal, cause they have the rights to take the stuff.
Yep, if you've given them access to the FC chest, it's under the assumption they have full access and full rights to do what they want.
It's not the best system, but it's the one that follows the rules of the game itself, rather than that of player hearsay.

It's not stealing when they have permission. Your fault only when you give out permissions to random ppl in the internet. It's like giving out your password and then complain that you've been hacked...
This is a case where the community's got to police themselves.
Someone stole from my old FC once. . . I found him in the party finder later that day and joined. They were actually pretty nice. . . til I said "Hey, I can't stay long, but i just wanted to say good job stealing from my FC and leaving earlier today. Take care!" and left the party. It disbanded soon after that. Found him again some time later hanging around the company chest in the Flames GC HQ wearing another FC tag, and said - in shout - "Oh hey [name]! It's been a while. Stealing from your new FC too?" He didn't say anything, he just left.
Harrassment? Maybe it was. Do I regret it? Nope. Why? Because I have no issue outing a thief or a person who'll willfully do wrong in their server community. Call me a bad person if you will, but putting someone on blast like that not only gets the word out about them, it forces them to either A: Do the right thing (or at least stop doing the wrong thing), or B: Find somewhere else to do wrong things.
Simply put: You want to be dishonest or a thief? You're not welcome on my server.
Since the obvious has already been said, I'm just going to add this:
SE will noy sanction a player using the permission he/she was given because even if you make the claim that player stole things, the accused can make the counterclaim that he/she thought it was up for grabs for free.
The only difference being the permission being the actual proof on that player's side.
