Actually, let me change that. I think the true culprits are those that only queue for The Field of Glory (Shatter) which forces the Frontline roulette to place people in the same group as them just so it pops faster. Since more people queue only for Shatter, those that queue for Seize and/or Secure are stuck in limbo since the roulette prioritizes people queuing for a specific thing for short wait times over pure randomness.
