I understand with Eos form. I always have that on obey. but as far as speed goes. I typically use it as often as I can so there's little difference between my use and her use. When Fey Wind, and Fey Caress are on CD when you actually need them, you will KNOW why she MUST be kept on obey. In addition: Rouse also increases Selene's healing and grants her immunity from most nasty status effects.
What Selene needs, is a true instant interruption ability such as stun or stop. This would immediately make her more desirable to use in party play for me. As of right now, I only use her for solo play and roflstomps.

I can understand with Fey Wind. Since it goes off when it is off CD and an enemy is engaged, sic is a great way to ensure you are maximizing by having it always cast at the earliest possible moment, and there are few instances I can think of where you want to hold onto it. Silent Dusk is also nearly useless, but not as useless as her spamming it every 40 seconds.
However, with Fey Caress, she will also burn this up every time it is available and any party member gets afflicted with a status effect. This includes status effects that cannot be removed, as well as status effects that are negligible. Selene is the least consequential of the two by not having her on obey, but that does not mean it is without consequence. Then there is also the factor that if you can micro-manage Eos, you should be able to micro-manage Selene as she is the easier of Lily's forms to do so.
