This is what they tell to public to avoid any backlash. They do not want to reveal their internal affairs and issues. There may be issues with the upper management of the company. So in the end the come up with a fake tech savvy excuse which you can't really prove so you can't really use a proof against them. This is not a server latency issue at all. This may be a budget issue or a programming issue. Don't expect them to come and admit in public that they do not want to spend more than X amount of money to make it work or that they screw badly with the code and this needs extra work to make it happen. Businesses are all about min effort min budget for max profit.
