I see no downside to an optional system that you can configure as needed or even turn off. I don't think I have a use for it currently, but I'm sure I could find one after it's implemented.
While I have no major problems with the game I'm sure there people out there that think other parts of the game need more work then implementing this clock/announcement feature.
In-game calendar and decent mailing system are the two things I miss most from Eve. Made it so much easier to organize things.
I wuldnt necessarily go to lenght of wanting automatically timed announcements, like the suggested gathering notes automation. However what I would like is in-game alarm feature where I could set maybe up to 3 alarms with either single/recurring and ET/ST/LT that way I could use it for specific gather node if I so wanted. Or reminder for myself of upcoming FC run or well, even just reminder for time to log of. Basically inclient alarm clock.

Not sure how asking for in-client notifications while still doing a myriad of content that requires group content is playing as an offline game but okay...
Anyways, I see that a lot of work has gone into the sites and apps so I think I'd rather see these sites posted as stickies for all new and old players to see.
