Ah, well IF it gets that bad and your rewards start to scale down its because the system is overloading. We had this issue a lot when stuff was most popular (you shouldn't have seen it in the last few months), like literally whole parties who were there the entire time (all 45 seconds lol) would get zero participation. It became apparent that the easiest way to get participation was to max out your enmity super fast, with healers dropping their regens like they were free lol.

It's actually a good strategy for FATEs too, since they use similar systems. I highly dissuade it if the system isn't overloading because.. being useless is not great, but if you're concerned about not getting gold then get in there and just drop piles of enmity everywhere.

I believe SE has made tweaks since /the worst/ periods, to make it easier - so some of the awesome times I remember might be non-repeatable, but you still get some absurdly fast moments sometimes. Like watching that one Odin like FATE in the HW area during peak hours, HP just got divided by zero lol.

Balmung when the content is no longer highly desired (new important progression) is actually pretty nice, like the Hunts right now have people but not way too many people but hope you're ready for the party this SB ^_^.

It's part of this above stuff and you addressed it a bit already but getting people more locations to teleport to means people there sooner, meaning it will die sooner. So I'm not entirely sure it will solve the problem, maybe just paint it a different color but be at the same tier of issue. Unfortunately I don't have an easy suggestion for such a content, since part of it just relies on people being reasonable to each other (not too fast, not too slow) - probably why I like open world content, that's just mine/my party lol.
