Anything more than 36 (3 hotbars á 12 slots) is generally too much. Right now I simply leave out Shield Bash and Interject to round my PLD to 36 actions. 4.4 gave me free access to Awareness and Anticipation / Dark Dance and various other goodies, but 10 out of 10 cross role actions were simply too much and a tad unnecessary.

Pruning role actions would be needed, most notably making things like Rampart a baseline skill (I'd welcome the idea to give back Foresight and Shadowskin, both same effect as Rampart, to return the aestethics a bit) and cutting ALL stuns so its replaced by low blow or giving brutal swing and low blow back to WAR and DRK, but without potency while cutting the potency from shieldbash and make it the same effect as the others.

Naturally there are even more things to consider, but role actions right now are the primary offender since 4.4.
