World transfer

I checked the requirements I'd have to meet in order to transfer a character, and met them all. Every time I try, however, I'm told no eligible characters to transfer(Note, it doesn't even let me pick a world to transfer to.) Is there a requirement I'm missing? Maybe character level too low or a certain quest I need to get past in order to transfer?

Okay... I've re-enacted doing the world transfer like I did before, and the statement I bolded above has me questioning if you're doing it correctly since the very first step requires that you first choose a destination world before moving on to choosing a world to transfer from all before even getting told about eligible character status. I.e. Choosing the destination world is literally the first required step.

This may seem patronizing, but I'm hoping to just to cover all the bases since sometimes even the best of us forget to plug stuff in occasionally.

Step 3: - View character eligibility and select and confirm which characters to transfer:


If all that doesn't even show up for you so that you don't even get the option to choose a world to transfer to then perhaps you have a hold or warning on your account or something that would prevent transfers entirely?
