Not to offend but Ice 3 is much better for reasons others have stated. It does actually speed up your next spell and using transpose (rather then saving it for later in a fight) i would think is a dps loss. I hate math....
You could bliz 3> thunder 1 and your mp should be full by then

I am not offended, I am just asking the validity of the claim and if anyone else heard claims like this.

My post was more an example. the person I quoted said you couldn't blizzard 4 without umbral 3.

I just provided an example that you actually can use blizzard 4 in any umbral ice. thus correcting the original quote
