The recovery of your TP isn't tied to Skill Speed, so more Skill Speed means you'd be using skills faster and without more recovery on each tick.
You'd have learned Invigorate around level 22 on your Lancer (which by the way you should get your Dragoon soul for!), which helps recover TP without needing to leave battle. Use Invigorate when you reach a bit less than half your TP as for Lancer/Dragoon specifically it'll restore 500 points.
Otherwise in longer fights where TP is an endurance race, you'll want a supporting class, a Bard or Machinist, to recover your TP for you. Ninja also has an ability for this as well. But at your level you wouldn't have much need for them just yet.

Jason, are you sprinting in between pulls? Sprint uses TP. Don't use it in dungeons.
actually I am sprinting a lot! maybe that fact is tied to my issue... I'll try not sprinting for a while and see how that goes. Thanks everyone for everything! Best wishes, -Jason
So I noticed that when I pressed the Sprint button, it drained all 1000 TP from me! Yikes! I think Sprint was the problem...

This will be changing when StormBlood is released. One of the changes in SB is that Sprint will no longer cost TP. So it's only until then that it should be avoided in dungeons.

To be more specific, Sprint uses *all* your TP, regardless of how much TP you had. The duration of Sprint is tied to how much TP you had when you used it. For every 100 TP spent when using Sprint, you get 2 seconds of sprint (20 seconds at 1000 TP). As you know, it allows you to run faster than normal for that duration. Definitely be careful when you are fighting enemies (in dungeons especially), as you don't want to run out of TP in the midst of battle. As pointed out, it's generally unneeded in dungeons.
I occasionally use Sprint in dungeons if I have fallen behind and I know I will have a lot of TP back already by the time the next set of enemies is engaged, but that is not a very common situation.
Innocence doesn't mean an absence of wickedness, nor is it represented by the absence of anger or hatred. Innocence is when seeing others hurt also hurts you. When one becomes blind to the people suffering in the world, that is what it means to have lost one's innocence.
