With the values, you might be able to tell roughly how much condensation you should already have - It's 200 per rune/mark. The new mark does not start flashing until you've started on it - so if you're at 1600 condensation, 8 marks should be glowing and the other shouldn't be lit. 1601 and it should start flashing lightly.
I'm personally assuming you're just underestimating the grind >.> But if you really can't get the second rune to flash, feel free to post a bug report.
In my experience, the frequency that the rune glows increases a little as you fill up the "light", but from one run to another it isnt always obvious how much of a change there was. Personally ive been casually filling my meter since this step of the quest went live, and am about done with my 7th rune. This is the listing i found off the reddit thread, take a look.
I grinded it out with A1S, if its on bonus (Sturdy) it takes roughly 8-9 runs per rune.

Yeah, it's bad, it's super long if you go through normal gameplay, making it necessary to tirelessly spam the most time-efficient duties a lot like a machine to get it done in a reasonable amount of time. It's like any of the worst zodiac/anima steps from the past, before they were nerfed to more sane numbers.
This is the very first Alexander savage turn, it's really easy these days, with people going in with i270. You basically just burn the boss without even seeing mechanics.
The site itself is mostly about finding out what is currently on bonus, so you get more light than normal for your time investment. The reason most entries are about Alex savage is that they are the fastest to kill with halfway decent dps.
Sadly, and as others have said, you basically need to just grind A1S (or A9S if you can), and preferable when it has the bonus, in order to complete this step in any sane amount of time (real or /played)... Outside of that you can get about 1 rune per week doing Expert once per day, the normal / 24 man raids once per week, and the occasional trial....
Well this sucks when it means it's impossible get ilvl 270 weapon before 4.0 when i need farm dungeons a lot, so it would be better if i give up even trying to make ligh grind when it takes lot longer then doing umbrite and sand crystal grind which took like 2-3 weeks to do after the nerf.
As a side note, this is the one step that is stopping me from even attempting a second Anima. I absolutely hated it.
its best if you grind A1S. The fight takes less than 10 mins to complete and you should be done within a week.
