To be fair, that whole system is so broken/dumb, DT is literally longer than ST. So technically, probably actually better to remember DT, since you're spending less time in ST anyway.

When it says Earthtime, means your time, your timezone time you have configure in your PC. It is called "Local time" by the game.
The many of hours until the reset will not change, but the displayed reset time ingame will change.
time until next reset: still 9 hours and 20 minutes ( [time until reset + current time of your machine] )

If you only ever remember the resets in the DT frame of reference, you'll have as much time as you think you have to complete your goal, during 65% of the year; and you'll have an hour less than you think, during 35% of the year.
If you only ever remember the ST frame, you'll have at least as much time as you think you have to complete your goal, during 100% of the year.
I respectfully submit that this makes remembering the ST times the far better choice.
Besides that, in PST, most resets are either midnight or noon.

Er, when I care about resets, I just remember the "new" time after the swap. It's mostly a non-issue since both the roulette and crafting resets happen when I'm at work and weekly is when I'm asleep, but still. Well, and that right now I'm not doing as much due to a content lull..
Yeah like I said, it is all based on the clock you are playing on, not sure why the OP would state "that is not how it works" when it does while they are the one asking the question
More specifically it is based on what timezone you have set on your machine--it won't change if you manually change the clock and not the timezone or daylight savings time status.
