A recent post from Yoshi-P, translated by Reinheart, seems to suggest this. Although not very clear, I really hope this doesn't mean what I think it does.

If this applies to all new achievements it hardly seems fair. Many people would never be able to achieve Level up, Aetheryte and Quest achievements, among others.

Can we get any confirmation on this?
