I built a new computer at just the right time. It's MORE than overkill, any 10 series card or AMD equivalent with at least a somewhat modern i5 will let anyone play SB on maximum settings in 1080p. It's not nearly as bad as the requirements lead me to believe.
Quick specs:
MSI Geforce 1070 Gaming X
Intel i7 7700k
16 GB of ram at 1066.8 MHz DDR4 dRAM/4100 mhz nb frequency

its certainly your memory. 1333 ddr3 is slow as hell! Bad thing for you is your motherboard probably dont support ddr4 so you would have to get a new one of those, and in that case you might as well get a new cpu. https://www.newegg.com/Product/Combo...=Combo.3484843
Also dont OC your cpu so much, you will kill it

Is there a rating system out there that explains what "low" or "slightly low" means in terms of difference from 3.0 gameplay to 4.0? (Not my pc)
As for mine. My desktop gets Very High on an Nvidia 770 Windforce and High on my Laptop. =DDD
