Only ROEs get my commendation. The other groups can burn in the maker's fire.

I always give out coms, but I typically end up commending the player who is most visible during that run as long as that visibility wasn't due to them holding the group back somehow. If you joke around a bit when everyone else is silent you might get the com. If you explain things to a new player you might get the com. If you're visibly breaking your back to keep a wipe from happening you might get it. If you're making mistakes but are apologizing and responding positively to tips and suggestions and showing progress you might get it. If you come in with a glamour that absolutely impresses me, chances are you'll get it unless someone else manages to stand out more in a positive way or you stand out negatively. If you come in with an attitude or a chip on your shoulder or expecting others to bend to your whim, then don't expect the com.
I honestly don't put any expectations on getting them. If I do, then great! But I don't go into an instance to collect coms, I go in to get it done and move on.

I expected to get them when I was healing, and I did get them occasionally. However, I'm finding I get a LOT more on my RDM than I ever did on my WHM. Maybe because I know the fights better since it's the second time through and also it's pretty easy to do well as an RDM.

I always commend DPS. I don't know why but I like it. They let me do it and no one knows they got it until the duty has dispersed anyway.

I always commend someone unless it was just a bad/painful run of minimum effort across the board. Honestly, I can't even be bothered to speak in DF anymore. I don't even say "Hi" lol. I'm not an ass its just...I already know I'm never gonna see you again, so why bother? I do a welcome and goodbye emote at the start and end though lol. That's as much as I can bother in a random dungeon unless someone asks a question. Alliance daily is worse in a way, I get a lot of trolls or people memeing way too hard, very cringe worthy. Either they don't get it or just don't care haha.
As for healing commends, I get way more pissed when I rez a LOT for other people's mistakes on SMN or RDM and get nothing. As DPS main, I like to commend a DPS for playing slightly above average since I know I never get shit on my Samurai. I'll commend a capable SCH since most ones I get struggle with basic healing. Sometimes they don't even summon their fairy! XD

You'd be surprised to know that even in DF you will probably see ppl you partied with before. They'll recognize you (especially if you were nice to pty with) and will often times say hi to you. This is how friends can be made. Now that we have a Cross world friendlist, if you end up hitting it off with someone you ptyied with, you can add them as friends and vice versa.

Any time I'm on a tank or dps it's a preformed so comms aren't a thing.
As a healer, tank is my default comm. If they've been awful, I go to the other healer. If the other healer has been worse than me, comm goes to whichever dps I had to heal the least.
Anyone who manashifts or refreshes me jumps right to the top of the pile.

I've noticed this too! I took a long hiatus from about last February to a couple of weeks ago. As WHM, I loved stance dancing to heal/DPS as efficiently as I could--I found it super fun. I got comms almost every instance. When I came back, I went about a full week before I even received my first comm. I still heal and DPS well, but comms have just been dry. Totally not complaining; maybe they were going to the tank instead, but even when I queued with a tank as healers in 4 man parties, he wasn't receiving them either.
It doesn't matter much in the grand scheme of things, and I definitely don't feel entitled to commendations or anything like that! But definitely was a trend that I noticed.
I've since switched to mostly doing BRD out of just love for the class, and I love using Palisade on big pulls, throwing down Tacticians and Refreshes for tanks, DPS, and healers when I see they need it. I will say, though, that as a WHM being manashifted/refreshed is the best feeling, haha.
Some people probably dont see anything important about comm aside of being weekly quest.
So if they already did their weekly 5/5 comm thingy, they probably ignore it until next week. And if they are doing the weekly, they probably just click to whoever name come up first.
I got full 3 comm as dps yesterday despite its only levelling DF and i barely do anything (being lazy) since its a lvl 15-20 DG ¯\_(ツ)_/¯
I rarely commentate the healer anymore just because. Typically I use mine of people who chat during the run.... if no one does I go with the best glamour. Commendations are pretty meaningless.
