Are you only doing the bare minimum as a healer, just healing? Most people will give the healer comms if they are stance dancing and have very good dps while keeping everyone alive. I main DRK, if the healer does this, they get the comm. Else the comm goes to the dps that did the best. If the healer and dps were bad, I just leave without giving a comm. Plus if you are doing this and aren't giving comms, remember comms aren't a guarantee, players give them to anyone for varying reasons.
I mean, I comm when someone plays well. How good are you? :P
If you're not getting many commendations, and it's a consistent thing, you may want to look at whether your own dungeon performance is just the bare minimum. If all you're doing is standing there topping off the tank and very little else (occasional party heals for unavoidable party damage) then a lot of players don't comm for being mostly inactive during a run.
If you know that your performance was better than average, good, or great, then you've encountered a lot of jerks.
I run all three roles and it's very rare I don't get at least one comm a day unless the only thing I do is run content with my static. So people ARE comming.

To answer the assumption that I'm doing the bare minimum I will say this. I am performing my role. I heal and dps. however when I continually get tanks who can't hold aggro or use cool-downs its a little difficult to do two jobs at once. I get comms I'm saying that people are increasingly just leaving the instance without so much as a tyfp.
Secondly I almost never go without leaving a comm. I've always felt that is was polite but I guess that was a misunderstanding on my part as well
not a big deal if people just want to leave fast without comming anybody. you'll probably get some commy groups eventually if you play a high volume of duties. sometimes I think people just forget to comm unless you do something memorable like say something funny or nice to them, or do cute emotes ;p
I don't give out comms just for players showing up to content. I give comms to those that impress me with keeping the run going smooth and fast. I generally heal content and in 4 man it generally goes to the tank cause the dps df gives me rarely does anything above the bare minimum. In 8 person raid finder it is more often I find a dps or healer that stands out. Either way to get a comm, you have to go above and beyond average. In playing I get equal comms between my healers and my blm. I do tank on drk but that is a work in progress and I rarely get comms there. I sit somewhere around mid 4000 comms. I would also wonder since you ask for a thanks, do you talk in content? I say hi at the start of almost every run and thanks at the end all runs regardless of how the run went. I also take time to explain mechs to new players where helpful.
Whilst I'd be lying if I said the raw DPS numbers were anything other than unexceptional, it's been a while since I've done a roulette where I'd genuinely call it a train wreck. The last three experts I logged all have me at an 80% or higher cleric stance uptime across the entire run, so pretty clean sailing really.
Commendations are coming if a little slowly, I usually get 1 or more per expert for the most part.
