That is how things should be, why did they make it slow?
It could fit other game styles but when things happen at split seconds at times, you have no room to put in processing lag/animation lag, and whatever else. This is more then just bio vs swiftcast Miasma, but bloodteather, arrow dots > sidewinder, stuff dying when you see "2 seconds to go" then "time up" you doing gathering buff to go 95%> 100% then missing because you took a swing too fast, Benediction. lusterate, dodging things, being a mile away from melee LB in PvP but still get hit behind a wall, having your character in the game but can't trade/raise/ but can take hits get aggro, wipe floor 50 runs because of that because the game claims they are in the game, but still loading, etc...

Spells that are casted with cast bars (Miasma, Bio II) take effect instantly because the player cannot take action during the 2.5s cast time. Bio and Aero take effect towards the end of the animation, because the spell fires off instantly, can be used while moving, cannot be interrupted, so it takes effect ~1.5 seconds after it's used to make up for not having that 2.5s cast time penalty that spells like Miasma/Bio II have.
It's balance:
Spells w/ cast delay (cast time bars)= Take effect instantly upon finish casting
Spells w/ no cast delay (cast time bars)= Effect delayed for during animation to make up for no cast time
Bio II works the same as Bio despite the cast bar - they both take the same fraction of a second to apply to the target.
Miasma works as you're describing.

Also you did not read what I said, I can cast bio II without swiftcast and bane goes off before it is applied, not transferring. Only Miasma works correctly. (even if swiftcast)
If you need to put intentional lag because something is too powerful, that only shows game balance is not dealt with well, If it says instant, it better be damn instant, not .5- 2. sec depending how fast the server is processing that day. It is not even consistent, that is an issue.
If stuff is made like it should be, how would that suddenly make an imbalance? makes no sense.
