    Just to say: Those things (Benediction, Hallowed Ground, Bio) have absolutly nothing to do with latency.

    Just compare Benediction to Tetragrammaton or Assize (both instant heals as well), compare Hallowed to Holmgang or every other def. CD (they all register quicker than Hallowed) and compare Bio to Combust (both insta cast DoTs).

    Obviously this has nothing to do with DoT ticks, because they're 3s and then we would see delays up to those 3s (like if we pressed Bio right after server DoT tick) or at least varying delays. Nope, they're always the same.

    It is indeed animation delay. You csn see those delays on regular GCDs as well, e.g. WAR slashing debuff is applied roughly at the end of the GCD (i.e. 1,5-2s after starting the action), NIN slashing debuff is applied at the start of the GCD.

    Same for damage only GCDs.. Heavy Swing deals sooner damage (20% in GCD) than Savage Blade (50% into GCD) and Savage Blade is faster than Butchers (75% into GCD).

    It is animation delay. Just look at it pls... damage and effects of actions (e.g. HS-SB-BB) are tied exactly to the 'hits' you do in the animation. Are people blind to not see that?

    Hitting dead targets and healing dead players is indeed a latency issue though.
