Its by in game time, has nothing to do with local or other country times

Eorzean time is on a much faster pace and is related with the much faster day/night cycle. You can set your ingame clock to eorzean time in the options and settings menu.

Eorzea has it's own clock. Goes through 1 day in about an hour of real time.
You can set the in game clock to display Eorzea time instead of local.
