The link is for my blacksmith but all you need to do is swap the tools to culinarian. I have all 16 I200 tools for omni craft..

This would make a good base template for you.

From this if you spec in culinary an or want to use the iron works tools instead of scrips you can play around with the melds a little bit.

If you're using scrips tools though then you probably want to follow my melds almost exactly as it's a pretty tight squeeze to reach the stats you need
I reach 998 Craft 1001 Control and 441 CP using HQ Clam Chowders.. on all 8 crafts

My specialists however can get away with NQ clam chowders and have
1018 Craftsmanship 1006 Control and 437 CP

the stats would probably be easier to hit with melded tools but being Omni I personally didn't fancy melding 16 tools on top of all my gear.
