Max Meld Guide Need HELP

Can anyone direct me to where a guide is for max melds. I want my Cul to have the 995 craftsmanship and control required to make 4 star food.

There isn't any guide, per se. Not in the sense of looking for something that tells you "meld this, then this, then that, then the other thing" for all the slots.

Just use Ariyala's site (google it) and play around and see what you can get with your gear.

My Build
The link is for my blacksmith but all you need to do is swap the tools to culinarian. I have all 16 I200 tools for omni craft..

This would make a good base template for you.

From this if you spec in culinary an or want to use the iron works tools instead of scrips you can play around with the melds a little bit.

If you're using scrips tools though then you probably want to follow my melds almost exactly as it's a pretty tight squeeze to reach the stats you need
I reach 998 Craft 1001 Control and 441 CP using HQ Clam Chowders.. on all 8 crafts

My specialists however can get away with NQ clam chowders and have
1018 Craftsmanship 1006 Control and 437 CP

the stats would probably be easier to hit with melded tools but being Omni I personally didn't fancy melding 16 tools on top of all my gear.

I think 2 relevant questions would be:
(1) do you just wanna "make" the food (NQ), or do you plan to HQ them?
(2) do you plan to make the food manually, or do you plan to massively produce them.
If you just wanna "make" the food, CP don't really matter, and you just need to hit the craft/control requirements. So you don't even need to meld... Just eat a super strong craft/control food buff, and you can already make them.
If you plan to HQ them manually, apart from 995 craftsmanship, you will need to max out CP, and with at least 924 control. This way, you can eat a Seafood Stew to reach 955 control, and also add an extra 50 CP.
If you plan to HQ them, and if you plan to mass-produce with macros, then apart from maxing out CP and at least 924 control, you will additionally need a higher craftsmanship than just 995... will need something like 1022 or 1024.

Ashe had a spreadsheet for Gathering and Crafting optimal melds. There was a link on one of his videos. Can't find it at the moment, but I have downloaded it and it's pretty good. The only thing I would complain about is that he didn't push for 700 GP, but this is easily done with the main and off hand gathering tools.
