Well, the entire point of making something that can be mass produced at no cost exclusive is to appeal to the greed and maliciousness of people who value other people not having something they do.

I think the value of the legacy stuff for most people would come from the events they were tied to. It isn't that people explicitly want to deny it to others, but by making it available again to players now they lose their links to past events and therefore to what makes them special.

Like, a legacy tattoo struggles to be a memento of a memorable portion of the games history if it's also a £5 cash shop vanity item.
