I think the value of the legacy stuff for most people would come from the events they were tied to. It isn't that people explicitly want to deny it to others, but by making it available again to players now they lose their links to past events and therefore to what makes them special.
Like, a legacy tattoo struggles to be a memento of a memorable portion of the games history if it's also a £5 cash shop vanity item.

Maliciousness? Seriously?
SE is the one that says when something is to be limited time only or exclusive in some fashion when they list the item for sale.
If you don't think that statement has an effect on the purchases that people make, you really need to rethink how you see this.
I have not seen anyone here try to influence SE to say "Hey, SE, only make 200 of this item and make sure I am one of them. Kthxbai."
SE decides that without our maliciousness. They are an enticement. SE knows that we want minions and such, so they use that knowledge to sweeten items they want to sell. If they state "This is first run copies only", then that is what they are.
Preorders help them order in larger amounts as they gauge interest in the item. Which can lead them to the decision to make a larger order, lowering their costs and maximizing their profits. Otherwise people may decide "Nah bruh, I'll wait for a sale and buy it then." Which could lower their profits per item, which they don't want.
Do I get my panties in a bunch when I see another person with the Cait Sith Minion? Nope. Do I turn into an Irrational lunatic seeing the Dalamud Minion I don't have because I know they are only using it to rub my face in poop about how I don't have it? Nope, good for them. They did what SE required them to do for the item, and I didn't. Plain and simple as that. Do I race to the forums and demand that SE release every single item ever made so I can have these items too? Nope. I accept the exclusivity of the item and I move on.
Do I secretly plot of ways to torment and torture newer players with the exclusive items that I have in my secret abode while laughing maniacally? Too much effort. Don't care to.
I love when the community decides what is and isn't okay to sell/to keep exclusive.
Players cry so much that eventually everything will be resold or given away in another fashion.
IMO People should get to keep their exclusives, whether it's a preorder, an event, Top 100 PVP, Legacy...

A person who wants a good to be exclusive or a bad to be inclusive is malicious. Full stop. What good or bad in particular that is only changes the degree, not the principle. Both things, exclusivity of goods and inclusivity of bads, are one and the same: You are wishing a lower utility unto others. If you do that for your own selfish benefit, you are greedy. If you do that for the heck of it, you are just plain an arse.
Whether you in particular want a good or bad to be inclusive or exclusive is your own decision. But I can tell you that the reason companies bother to artificially make goods exclusive is because there are people who want it to be. Which are malicious people, as stated above.
