Official Chocobo not being issued

My Archer Char is now level 30 and have done all the quests required to get my official Chocobo. I also have the Chocobo Issuance Scroll in my inventory.
Yet, when I go to Cingur, the chocobo keeper, he does not recognize anything and asks me if I want to hire one.

On the other hand, I have a chicobo I can order by clicking on the chiobo icon, and under 'companion' it lists my chocobo with the name I gave it. Yet, my chocobo does not get any points for me using it the whole time and is not officially recognized.

It tells me that I have not yet my Grand Company issued chicobo!(I also cannot order it with that green plant used to order chicobo)
And I do not have a 'whistle' in my inventory.

My character's name is Poison Splinter Level 30 Archer (am presently training Rogue but for chicobo issues I always go in my Archer person) I am on server Lamia.

So what is wrong here?

At level 25 you can ride your chocobo. At level 30 you need to pick up the "My Feisty Chocobo" quest in South Shroud, Camp Tranquil, in order to gain the ability to summon him to fight at your side. That's when you'll be able to use the gysahl greens to summon him. The whistle was one time use in order to acquire the ability to ride him as a mount.

thanks very much I needed that 'feisty little Chocobo quest', I read many write ups on you tube but only one of them told of this one
