You can't have both... you need it to be appropriate for level 50... or update it to level 60...

Walk in the middle of the road like that and you only get squished...
Jevona is located in the Aether Datacenter, which includes the most populated NA server (Balmung) and the raiding NA server (Gilgamesh). You shouldn't have problems filling up through cross-server PF to do it at level 50 sync'd. Unsync'd can be done with any amount of people, except for maybe turns like T8 and T9 that require a bare minium amount of players for their mechanics.
