Can't Complete Main Story Quest "Recruiting The Realm", NPC Landebert

The title says it all. The quest can not be finished because NPC Landebert does not advance the quest (4/5 are complete, he is absolutely the missing part.)

I was told to post this on this forum- however, I know this either needs to be patched or have GM intervention on my character, and as I am unable to progress through the main part of the game and have been for a while I request elevated action. Thank you.

Not saying that's the case and maybe in your case he's entirely missing but I have noticed that a lot of people are looking for the npc on that street that has all the little vendor npc's and can't find it. And there's nothing wrong with that, because if you don't look on your mini map you won't see that he's standing at 13/10. Go up that little staircase and turn to your left. Follow that path, he will be nearly at the end, kneeling in front of the wall with other npc's standing around him. In other cases, people needed to re log to be able to see that npc. Maybe try that? Or post a screen shot and we can figure out where the problem might be.

Guaranteed 100% it's a bug I've talked to the guy, it does nothing.

Update: This issue was a bug, but not in the way I thought. It was the npc Syntgoht who was stuck on another quest line, which I was able to remove and continue the main quest. I am dumb, half dumb.
