I've read a fair bit about how, over time, there'd be expansions of apartments in the game once all of the wards are filled.

Per a Game Watch interview:

With the implementation of apartments, the personal demands for housing will be 100% met. Each ward has 1 apartment with 90 rooms, and we are ready to increase the number of rooms whenever we want. We designed it so 1 ward can have over 500 rooms per apartment, so it will definitely be able to cover every player.

It's been months since the release of apartments and I haven't found any updates on when this will be implemented to allow for people on dense servers to get their housing fix. I've gone through every ward regularly seeking a vacancy from those transferring or deleting, but to no avail.

I realize it's likely a bit lower on the priority because so few servers appear to suffer this, but I would love to get an idea on when this feature is going to be added or where to look for said information.

As far as I recall there's been no word on increasing the limits. They seem to have backed themselves into a corner by evening out all the servers with the same housing/apartment limits instead of allowing for growth on busier servers. Maybe we'll see an increase with the expansion, but that maybe comes with just about every patch. Sorry that's not the most helpful answer.

You aren't mistaken about more servers not suffering from this, but each day more apartments are getting sold on every server. The more populated servers however will always be full, best bet is to transfer off onto another if you're desperate.

I would be inclined to do so if there were others with the RP community that Balmung has.

I had gotten my hopes up specifically because of the promise that every person would be able to get an apartment at some point, and I had hoped it wasn't going to be an empty one.

I'd like to think this is maybe something they'll do after they've moved the NA servers? As far as I'm aware they like every server to be the same, so it's easier to do maintenance and all that. If a house can have as many rooms in it as one apartment building has got currently in game, I really don't see why they won't add more apartments to servers that need them.
