This usually happens because she has a slightly wonky queueing mechanic. She can't cast Whispering Dawn in the middle of casting Embrace, so if her Embrace cast just begun, she'll just finish that cast off and then use Whispering Dawn. You have to really spam the button, though.

There's a way to override this, iirc, by putting Rouse+WD on a macro that starts with Place/Stay, which orders her to move, and thus can cancel her current cast, thus immediately queueing the next command, which would be Whispering Dawn. I don't really use this macro myself, but I'm sure you can find it in a guide called "How to train your Fairy," here in the healer forums It's a really good read.
