I am considering buying the PS4 and/or Mac version of the game, if I do can I still play my characters or do I have to create a new account and level again?

You can keep playing your characters. Just make sure to register the new version(s) under your current SE account instead of creating a new one.
You can play all your characters on whatever platforms you've registered.

If you have Heavensward, you also need a copy of Heavensward for each platform.
If you log out in a Heavensward area on one platform, and then try to log in on a different platform that does not have Heavensward registered, you'll be locked out of that character until you go back to a platform for which you have Heavensward.

Personally as long a s you have that format registered, with the exception of ps3 if you did upgrade, you can play it in any platform. Personally I recommend PC easier and less trouble some.
When starting up the pc version you can choose to sign in with your SE account and it will attach that license to your account so you would be able to play on both ps4 and pc then.
As stated above, you will need to buy both ARR and HW license again to play on the pc.
PC can also be set up to play with a controller if you dont want to go from controller to keyboard and mouse.
I jump between ps4/pc since I play with my wife (who uses the ps4).
You will need to probably redo your hotbars and gearsets just as a heads up as well.
