I'd like to remind people that SE promised a new Credit card billing system would be in place by late fall (that's northern autumn for those who don't speak American).

Fall ended in the US a week ago. Southern Spring ended in Australia a week ago. Autumn ends astronomically and in some European areas in two weeks. Depending on your interpretation, time is arguably up.

The needed action has not yet happened. Nov 24th saw the introduction of exact crysta purchases, but this doesn't change the problem for areas without access to crysta. SE are now sending us instructions on how to reactivate our accounts for billing and change our payment method, without the fundamentally needed change in place - a new credit card billing system that does not require registration.
